this thought came to mind while watching a short video report on a fog-catching project in lima (https://www.bbc.com/news/av/magazine-38175202).
during the video, a london-based academic basically says "poor people aren't an attractive target for investors because they have nothing to offer in return" (paraphrase).
to my mind, not being attractive to investors is a good thing! let grassroots initiatives grow organically without outsider extraction (ie. parasitism).
