The threshold for discoverability on Mastodon is pretty high, so be generous about boosting other people. Sometimes you're the signal, and sometimes you're the path the signal takes through the noise.

in the other direction, sure, you can block people's accounts, but outright blocks are often not necessary to stop seeing most, if not all, of someone's toots: If you follow them, unfollow them. Mute them.
If you don't want someone to see your toots, removing them as a follower goes a long way towards that.
Some of us lock our accounts, too, which sets follow requests to require approval. Then, you can set things so toots by default go to followers only.
